Ex officio members for the past academic year included: Nancy Parsons (Provosts Office), Michelle Yager (University Advising) and Russ Morgan (Deans Council). Diane Sandage was elected chair for the 2013-2014 academic year with Magdelyn Helwig, Vice-Chair and Joanne Sellen, Secretary. BRIEF OVERVIEW OF COUNCIL ACTIVITIES During the 2012-2013 academic year, the Council focused most of its attention on the issue of general education assessment and the assessment process. However a number of additional related concerns were also dealt with, namely: the presence of general education concerns at New Faculty Orientation; revisions to the general education course request forms; and the significance of continued communication with faculty regarding general education assessment, guidelines and requirements. In addition to the strides being made on the issue of general education assessment, during 2012-2013 the Council also entertained concerns regarding: the general education transfer articulation process; the relationship of the College of Arts and Sciences Essential Academic Skills Committee to the Council on General Education; the possibility of including reading comprehension as general education priority; and the approval of new general education courses. GENERAL EDUCATION ASSESSMENT, GUIDELINES, and REQUIREMENTS The assessment of general education courses is an ongoing topic of conversation on CGE, and it is a complex issue that was a central concern for the Council beginning during the 2011-2012 academic year. As a result of those initial conversations, during the 2012-2013 academic year CGE made a few minor changes concerns with respect to general education assessment. First, although each department must be assessing each general education course every semester there is little evidence to suggest collecting that data more than once per year proves to be effective. Accordingly, general education data need only be transmitted annually. Second, CGE has adopted the position that keeping general education assessment data in the hands of the departments may encourages review of that data at the department level. Accordingly, although general education data will be transmitted to the Associate Provost for compilation, departments are being encouraged to review the data as a department and not to simply consider the transmission of the data to the Associate Provost as the end of their responsibility. Third, CGE is taking a more pro-active stance regarding the education of 鶹 faculty regarding general education. With the assistance and support of the Faculty Senate the topic of general education is now an minor but important component of New Faculty Orientation. Fourth, the working with the Associate Provost, more assessment feedback from the departments about what they are doing with the assessment data is being collected. There is hope, in part, that this will help to drive the concerns from point #2 above. Fifth, the Council has taken up the goal of visiting with all departments that offer general education classes and discussing with them the goals and philosophy of the general education curriculum, requirements for writing in general education at 鶹, and the intentions associated with our general education assessment processes. Sixth, the Council has determined to continue to use telestars and e-mails to send messages regarding writing in general education and general education assessment throughout the year, but to also develop directed messages intended for administrators and their role in supporting general education. GENERAL EDUCATION TRANSFER ARTICULATION PROCESS During 2012-2013, the Council received 81 domestic transfer articulation requests (down 26 from 2011-2012), of which 21 remain in process in need of additional information (such as course syllabi) in order to make an informed decision, 26 were approved, and the remaining 34 were denied. The Council deliberated no international transfer articulation requests. In order to reduce the number of articulation requests that require requests for additional information (and get lost, overlooked, or simply forgotten about in the in process category), CGE now requires that all articulation requests be accompanied by a course syllabus or other suitable material that will help the members of CGE to make an informed decision about the relationship of the transfer course to the general education curriculum at 鶹. RELATIONSHIP TO THE COLLEGE OF ARTS AND SCIENCES' 'ESSENTIAL ACADEMIC SKILLS COMMITTEE' During the 2012-2013 academic year, the CGE reaffirmed its interest in the work of the College of Arts and Sciences Essential Academic Skills Committee. While conversations with EASC are ongoing, it remains the intention of the Council to develop a campus-wide administration of the EASC survey instrument for the purposes of gaining a snapshot of the state of general education at 鶹. READING IN GENERAL EDUCATION Based on the 2011-2012 EASC survey results, CGE continues to explore and has established a sub-committee to review the possibility of a reading requirement in the general education curriculum. APPROVAL OF NEW GENERAL EDUCATION COURSES During academic year 2012-2013, the Council on General Education entertained received seven general education course requests: BIO181; ECON 351; FLL 101; HIST 337; PHYS 182; UNIV 100; and FIN 101 With so many courses being requested for consideration for inclusion in general education CGE with the assistance of the Faculty Senate made changes to our course request form as well as the process by which requests are being handled by the Council. The most significant change is in the manner CGE is going to handle future course requests. Namely, effective Fall 2013 approved requests for inclusion in general education will not be brought to the Faculty Senate for approval until after the assessment mechanism for the course has been approved by CGE. The intent is to more strongly connect the course assessment to approval in the hope of promote a culture of assessment for general education courses. The Council easily approved most of the above courses. However, both UNIV 100 and FIN 101 presented numerous difficulties and subsequently created a great deal of debate in the Council and around campus. FIN 101 was approved by CGE at our last meeting of the 2012-2013 academic year and will be heard by Faculty Senate during Fall 2013. The contention surrounding both courses is a complex and multi-faceted concern surrounding the Human Well Being category within the general education curriculum. This issue may be one of interest not only to CGE but to the Faculty Senate as an ongoing concern in need of attention. SUMMARY and GOALS In light of the successes as well as trials of the 2012-2013 academic year, the goals for the 2013-2014 academic year are as follows: 1) Meet with all academic departments to encourage department-level general education assessment data review 2) Meet with academic departments to review the role of CGE in assigning general education goals, approving general education assessment mechanisms, and in approving revisions to either of those concerns; 3) Take a visible and pro-active stance regarding the education of 鶹 faculty regarding general education; 4) Promote the collection of more useful assessment feedback data that can both encourage and drive future department-based decision-making; 5) Develop directed messages intended for administrators and their role in general education 6) Improve and personalize the Council's relationship to Transfer Admissions to cut down on the number of domestic transfer articulation requests that are denied transfer general education credit and/or returned for additional information and not resubmitted; 7) Modify the EASC survey for campus-wide distribution in support of general education concerns (and their relationship to the issues being discussed by the EASC); 8) Develop a recommendation regarding "Reading in General Education" much like the recommendations associated with the standing policy regarding "Writing in General Education"; and 9) Under the direction of the faculty senate, investigate the rigidity of the 鶹 general education categories and make a recommendation regarding the significance and impact of relaxing or reformulating the existing categories.
